The Code of Federal Regulations (CFR) Title 49, Parts 191 and 192, contains the regulations pertaining to the transportation and pipeline of hazardous materials. Specifically, Part 191 deals with the transportation of natural and other gas by pipeline, and Part 192 covers the transportation of natural gas by pipeline.

Master meter operators play a critical role in the distribution of natural gas, especially in mobile home parks, apartment complexes, and other similar settings. To ensure compliance with 49 CFR 191 and 192, master meter operators are required to:

  1. Design and Construct Systems: Ensure that the natural gas systems they design and construct comply with the safety standards set forth in the regulations.

  2. Operation and Maintenance: Operate and maintain their systems in a manner that complies with the safety regulations. This includes regular inspections, maintenance, and prompt repair of any identified issues.

  3. Leak Surveys and Inspections: Conduct regular leak surveys and inspections of their systems. These surveys are essential for identifying and addressing potential safety hazards.

  4. Record Keeping: Maintain accurate records of inspections, maintenance activities, and any repairs made. These records should be kept in accordance with the specified retention period outlined in the regulations.

  5. Training: Ensure that their personnel receive adequate training in the operation and maintenance of the natural gas systems. This includes training on emergency response procedures. Any person that performs work related to the pipeline must be operator qualified as part an operator qualification program.

  6. Emergency Response: Develop and implement procedures for responding to emergencies, including leaks, fires, or other hazardous situations.

  7. Reporting Incidents: Report incidents, accidents, and safety-related concerns as required by the regulations. This includes notifying the appropriate regulatory agencies in a timely manner.

  8. Compliance with Pressure Testing Requirements: Comply with pressure testing requirements outlined in the regulations. This ensures the integrity of the system and helps prevent leaks and failures.

  9. Regulatory Notifications: Stay informed about any changes or updates to the regulations and ensure compliance with new requirements.

  10. Compliance Audits: Be prepared for and cooperate with compliance audits conducted by regulatory authorities. This may involve providing documentation and access to facilities as required.

It's important to note that compliance requirements may vary depending on specific circumstances, such as the size and complexity of the natural gas system, its location, and other factors. Therefore, master meter operators should carefully review the regulations and work with regulatory agencies to ensure full compliance.
